Technology is certainly better than domestic and does not force medical attention. They have had two or three years of clinical experience before graduation, and they don't have to learn from teachers after they graduate from China. Maybe the equipment is not good at home, but the dentist is skilled at looking at the technology. For Filipino dentists, they are doctors of medicine, college and undergraduate dentists.
